It's probably particulates -- you're supposed to always wear a mask when mixing glazes anyhow, they're a known issue -- and both a mask and an air filter would probably do wonders. It might also be possible to mix the glazes outside with a mask until the dry ingredients are wetted, then bring them in for the sieving. However I'm releasing myself from doing the things that her actual employer should be sorting out with her, since I'm a volunteer and a studio user and not part of the nonprofit or on the committee or in any way involved in her hiring and management. That's part of how I manage my tendency to want to control/fix things until I put myself into burnout.
