Yes. I admittedly wash my hands of that problem by saying I'm an expert in plant systems and that people systems aren't my forte, but human-created plant systems exist inside the container of human culture, which can either support them or strangle them, and which determine what inputs are available and what outputs are valuable. It's vital. It's just... hard.
